6- Hakim (S): NOTE – WIE will not consider any responses to the RFA that request funding for equipping training facilities (e.g. computers, office or classroom furniture, printers, or any other training commodities). Applicants must have their own equipped training facilities. Training-specific material requirements will be considered on a case-by-case basis. Similarly, WIE will not consider any responses to this RFA that include transportation for students and non-key staff positions. Refreshments based on the policy of the applicant organization may be considered. Failure to comply with these requests will automatically result in a rejection of the application. If yes it's for each location, then the budget (10,327,200), is it for both Primary and Secondary Teacher Training or is it just for Secondary or Primary Teacher Training? 12- Nasratullah (S): 1. Who provides the training materials? The implementer or WIE? If the implementer, then we will need to hire the trainers in advance to develop the training materials. 2. In order to make it more effective, can we select more than one schools for the practical sessions? If yes, up to how many schools can we select in each province? 3. How, in what terms, and to what extent is the implementer required assist WIE with the selection and hiring of participants for the training? 4. Can mid-career (who already have teacher jobs) also be selected for participation in the training? Or only job-seekers? 5. Can two (2) companies apply for this project as joint venture? 6. If joint-venture can apply, then which organization shall sign the main documents and annexes? Or one of the organizations shall be appointed as the principal organization? 7. Who provides the branding and marking materials of USAID? If the implementer, then it should be included in the budget, especially banners. 8. Does the branding and marking of USAID also mean using the logo on all documents? 9. Does the branding and marking mean the logo of USAID or also the logo of DAI? 10. Before the training design, are we allowed to conduct a small survey with some sample schools in order to know the exact areas of training? 11. Are we bound to have both classes at the same time? If yes, then we will require to equip two (2) classrooms in each province. 12. Who will make the class/training schedules (time, days, etc.) with the participants? WIE or the implementer? Does it depend on the availability of participants? 13. Is it a full-day training or just for an hour or two? If full day, then we will require to provide refreshment or maybe food? Is this provision of refreshment of food allowed? 14. In each location, up to how many trainers can we hire? 15. Can we use our own budget template – or WIE could provide us the same budget template in MS Excel format? Or we shall fill it here in the PDF only? 16. Can we develop a more detailed budget than the one provided by DAI? Of course we will use the same format. 17. Can we convert the application form into MS Word and fill it? Or we shall fill it here in the PDF only? 18. Can we convert the CV form into MS Word and fill it? Or we shall fill it here in the PDF only? 19. Where will the Job Readiness Training (JRT) be delivered by the WIE? In the provinces or in Kabul only? 20. Is the total amount AFN 10,327,500 per award i.e. for primary school? 13- procurement (B): Yes, organizations are encouraged to provide teacher training in more than one location (Kabul, Herat, Jalalabad, Kandahar and/or Mazer-e-Sharif). Your budget should reflect the cost of training and job placement, for all locations proposed, not to exceed a total of AFN 10,327,500 ($100,000 for US organizations). The Applicant should keep in mind that cost reasonableness represents 25% of the merit review criteria specified in Section V.    02-May-2018 10:19 AM

In accordance with Section IV.B.8 of the RFA, the application must include a detailed instructional training outline and detailed curriculum, in English. However, the implementer may elect to refer potential candidates to WIE for screening and final selection. 17- procurement (B): Participants shall be Afghan women, ages 18 and older, with the requisite educational background (as stipulated by each local jurisdiction, reference footnote 1 in RFA). The participants may be either mid-career teachers in public/private schools or may be new job-seekers. The costs of such materials (e.g. banners, etc.) should be included in the application budget. 23- procurement (B): Conducting a small survey with sample schools to determine exact training requirements is at the discretion of the Applicant. Please keep in mind that WIE is seeking Afghan and/or international training partners with a proven track record in providing primary/secondary school training. 24- procurement (B): It is up the Applicant to design a course schedule that meets the requirements outlined in the RFA. This may or may not require running courses concurrently, depending on the number of locations proposed. 25- procurement (B): The implementer is responsible for scheduling and conducting all proposed training in accordance with the requirements of the RFA. Class size (not to exceed thirty (30) students) and training schedule should be set by the implementer to maximize participation by women. Payment under the Fixed Amount Award (FAA) will be based on the implementer training and placing the number of women stipulated in the RFA, unless otherwise mutually agreed upon in writing between WIE and implementer.    02-May-2018 10:50 AM

26- procurement (B): The Applicant shall design a training schedule that best meets the expected outcomes outlined in Section I of the RFA and will result in a seventy percent (70%) job placement rate. The length of a training-day is left to the discretion of the Applicant. Therefore, the maximum award amount applies to either primary teacher training exclusively or secondary teacher training exclusively. Multiple awards may be made to the same organization.
