The USAID Women in the Economy Program is seeking grant applications from Afghan or International organizations to implement a business incubation center in Herat, Afghanistan for startup businesses.

1- mohammad (S): Hello, I hope all is well! Our company interested to bid on DAI-WIE project. Now we faced a few questions if you can help understand we would appreciate it. 1. Does the DAI prefer the 35 businesses/startups to be from any specific industry or it can be from varieties? 2. Does the DAI introduce the 35 business/startups to us or its the our job to find the 35 businesses/startups for this program? 3. Our company meets all the DAI and USAID requirements to bid on this project, also we have past experiences this area as well. Now, under section IV, indirect Cost Rates, at the end of page 10 of RFP says: The applicant must submit evidence that it is an organization registered with either the Ministry of Justice or the Ministry of Economy. Now our company which is registered with SAM and DUNS does not have registration with Ministry of Justice or the Ministry of Economy, can we team up with out sister company which is registered with Ministry of Economy to bid on this contract? both company owned by us. warm regards 08-Jan-2019 8:55 AM
AWLEprocurement (B): Startups can be from any sector so long as they have potential to start or grow. WIE doesn’t have any sector specific orientation. It is grantee’s job to outreach and identify all eligible startups under this grant. Eligible startup means woman owned, co-owned with women or at least 30% female employees at time of consideration. In this instance, a partnership would not be useful- the company awarded must have a DUNS number before award and must not have active exclusions on SAM. The company registered with the Ministry of Economy can apply for a DUNS number and have it issued well before the date of grant award- applicants must have a valid DUNS number before award date, not before submission date. 11-Jan-2019 11:29 AM
