2- procurement (B): Vendors may choose to subcontract specific parts of the scope of work to another entity or business as a secondary subcontractor: if this is proposed, the primary subcontractor must specify exactly what the secondary subcontractor will be responsible for and include a letter of commitment or similar agreement in their proposal.
