Description

DAI, the implementer of the USAID-funded Women in the Economy (WIE) project, invites qualified offerors to submit proposals to supply and deliver program management and administrative staffing support services in support of program implementation.

2- Mir Alam (S): Reconstruction & Social Services for Afghanistan Organization (RSSAO) is an Afghan National, Non-profitable, non-political, non-governmental civil society organization established in 2007, registered with the Ministry of Economy of the Islamic Republic of Afghanistan. RSSAO’s mission is to to contribute to peace-building, equality & equity, poverty alleviation and sustainable growth by strengthening democracy and good governance, promoting & protecting rights, supporting employment and livelihood, enhancing educational opportunities and serving people in emergencies. RSSAO would like to apply for the Program Management and Administrative Staffing Support Services for Employment Placement Centers as Request for Proposal (RFP) No. KBL-021-DAI-WIE. The proposal development team raised some questions during the proposal planning meeting, we are sharing those question to make sure we have your responses and clarification on those. 1. RFP says that the start up staff will be recruited by potential bidder and will be paid for their salaries for 6 months – if that’s the case then the total project duration will be more then 6 months as almost 1 month is taken for the process to recruit staff. Should we count that as well and make the duration of the project for 7 months? 2. Can we charge any operation costs (office rent, vehicle rent, stationary, utilities, and etc) on our bid for project implementation? 3. Should we add Project Manager’s wages (equaling in Afghanis of $168.27) in our bid price and second is the daily rate ($168.27) including tax or we should add that in our bid? 4. 5- procurement (B): Answers to above mentioned questions: The total duration of the project is 6 month. There won’t be any operation cost under this activity because those proposed staff will be accommodated in DAI’s compound. The offered prices should be in Local currency (AFN only). The tax is not included in daily labor rate. WIE prefer to have female staff but the main target is to have the most qualified staff on board.    10-May-2017 2:39 PM

7- Ahmad Fahim (S): The key personnel part of the RFP requires submission of CV for key personnel and says: "A total of five (5) CVs must be submitted with proposal (e.g. Start-Up Operations Manager, Finance and Administrative Assistant, Business Development and Implementation Advisor, and Business Development and Implementation Specialist (2))." As per the information provided in the document, these are the personnel who will be hired for SearchPath, are same personnel also required for the offerer?
