Description

The purpose of this Annual Program Statement (APS) is to solicit applications for funding. DAI through the United States Agency for International Development (USAID), is seeking concept papers first and then full applications from prospective partners to implement activities that will enhance the competitiveness of Afghan export-oriented businesses and create sustainable economic growth in targeted value chains. These activities will contribute to expanding export revenue and to job creation. The geographic focus under consideration is Afghanistan, nation-wide.

ACEBACOP (B): SECTION III- ELIGIBILITY INFORMATION (1) Types of Entities that May Apply This APS is issued as a public notice to ensure that all interested and eligible organizations have a fair opportunity to submit applications for funding. To be eligible for grant awards, the organization: • Must be a non-governmental, non-profit, or profit-making organization (restrictions on costs paid under grants to profit-making organizations apply). • Local organizations must be legally registered in accordance with the laws of the Government of Afghanistan. • Must have sound operating or business practices and must not engage in child labor. • Must support outcomes and results consistent with and linked to ACEBA and its objectives. The eligible sectors are: The targeted product value chains are natural stone (including marble and granite, onyx, and travertine), gemstones and jewelry, carpets, cashmere, and saffron.    30-May-2020 12:41 PM

Answer: Applicants may present multi-year concepts, however, grants can only be funded for one year. As per SECTION II- AWARD INFORMATION (1) Estimated Funding Level ..." funding beyond one year is subject to grantee performance and funding availability. ACEBACOP (B): ACEBA is working on setting up Webex live information sessions for this APS, to introduce the program and explain the process of completing grant concept papers and applications. No meetings are allowed during COVID 19 lock down therefore we will conduct all information sessions online. We will update this discussion board and email meeting invitations to all interested parties. 5- Sanzar (S): If a firm sends a response to DAI/ACEBA's RFP titled "Monitoring And Evaluation Support Services (KBL-002-DAI-ACEBA)" and gets that project, will that disqualify the firm from applying to grants under this APS?    02-Jul-2020 7:27 PM

10- Sanzar (S): On page 5 of the APS under section II - Award Information, it says, "Awards to US organizations may not exceed $100,000...". Does this $100,000 include the firms's contribution as well? (i.e., the whole budget for a concept should be $100,000.) Or, does it mean ACEBA's contribution only? (i.e., the total budget for a concept can exceed the $100,000 threshold. But ACEBA's contribution will be below $100,000.    23-Sep-2020 4:05 PM

16- Maltya (S): Question 2: Under workforce development program, on page 6 of APS it is mentioned : In most cases, students are expected to contribute to the costs of their own training, with a minimum contribution covering their own food and transportation costs as well as a training registration fee. Does registration fee for technical training is compulsory and trainees are required to pay for the course the attend? If so, what would be the percentage?    26-Jan-2021 8:57 AM

ACEBADCOP (B): This fee is not associated with the actual training participation. The fee that the trainees are asked for is a nominal contribution towards the attendance of the training. ACEBA will not pay trainees for their attendance as per the "Overall Program Objectives" section in the published APS. There is no percentage associated with this fee.    26-Jan-2021 3:56 PM

"ACEBA will not pay for transportation or training stipends for trainees, with exception made only for students who must travel and stay away from home in order to attend training.
