Description

DAI, the implementer of the USAID-funded Afghanistan Competitiveness of Export-Oriented Businesses Activity (ACEBA), invites qualified offerors to submit proposals to supply and deliver monitoring and evaluation support services in support of program implementation.

1- Mohammad Younus (S): Q: Page 17 of 37, Regional travel table, the RFP has mentioned the number of travels/stays. But unfortunately, they lacked to provide the estimate/possible number of Staff per visit. This might affect the cost proposal greatly. Kindly clear this as well. Q: Page 17 of 37, Responsibilities and key Tasks, the RFP states the provision of 10 full-time staff and surge staffing. While in the description, the data collection is on an annual, seasonal, ad-hoc basis, if seasonal, what will be the expected working days of these 10 data collectors at each season.    16-Jun-2020 2:44 PM

ACEBACOP (B): Surge staffing will be requested when required for seasonal data collection, typically this occurs in October-November and in February-March. Full time staff (10) work full time, on normal working days, throughout the year. Surge staff would be needed for an estimated 3 to 4 weeks at a time.    17-Jun-2020 9:32 PM

3- Sanzar (S): Page 18 of the RFP mentions that work sites shall be at ACEBA's HQ and regional office. Who will be evaluating the performance of the 10 full-time staff, DAI, or the contractor?    21-Jun-2020 11:20 AM

4- Shakib (S): Q1. In the Attachment B- Proposal Cover Letter, it is required from offerors to put the total price of their proposal in the text of the letter however, the RFP restricts offerors from putting details of any cost in the technical and other parts of the proposal. Could you please clarify whether we shall put our cost there or customize the letter by removing the price section?    24-Jun-2020 2:16 PM

ACEBACOP (B): You should put it in the letter. The Cover Letter, and the Cost Proposal are removed from the Technical Proposal before it is given to the technical evaluation team. These items are not part of the Technical Proposal.    24-Jun-2020 6:59 PM

5- Shakib (S): Q2. The RFP lists Activity Manager as the Key Staff however, by reviewing the RFP we comprehended that MEL Coordinators are also Key Staff. Could you please clarify further which positions are key and non-key for the project? Q3. The RFP uses Senior M&E Officer and MEL Officer for the same position however, based on the NTA scale, they come under different steps and their salaries varies. Could you please clarify what specific position shall we use and budget for? Q4. Will DAI provide office space, computers, desks and other equipment and facilities for the staff or we shall budget for? Q5. Page 9 Note 2, requires offerors to not propose a fee that is fixed percentage of the total costs and that a fixed completion fee of a set amount is acceptable. Could you please clarify what does fixed completion fee of a set amount mean? In the Attachment C, budget template, there is a row named "Fee", what is this row for? Do we need to add our fee on each item or budget it separately in the "Fee" row of the table? Q6. BRT tax does not have a specific row on the table. Could you please clarify whether we need to add the BRT cost on each item or separately by adding a row at the bottom of the table?    24-Jun-2020 2:31 PM

ACEBACOP (B): Key Personnel as per page 6, and page 18 is only Activity Manager. The RFP provides the Minimum Qualifications for MEL Officers on page 16. You should use the minimum qualifications as stated to budget for the position. The items that must be provided by the subcontractor are listed on pages 17 and 18 of the RFP. Other equipment and facilities will be provided by DAI. It means, that you cannot propose a fee like %10 of total cost. You can propose a fee in a fixed amount in AFN. Fee is the row you type the amount in. You should not add fee on each item, you should put it in the Fee row. BRT is not an allowable cost item. You should budget your services appropriately so that your revenue covers any taxes. BRT is deducted from gross payments made to subcontractors.    24-Jun-2020 7:08 PM

ACEBACOP (B): It means, if the subcontractor's invoice is for 100 afs, DAI will take 2 afs and pay it to the tax office for your company (witholding) and transfer 98 afs to the subcontractor.    27-Jun-2020 7:01 PM

10- Shakib (S): In the RFP, the provinces under REA are not clarified however, DAI's other RFPs released show that there are different provinces under each REA for example, there are 16 provinces under central region, 5 under West, 6 under North and 7 under East. Is that division applicable to the current RFP as well?    28-Jun-2020 4:42 PM

ACEBACOP (B): The division is not relevant to this RFP, as monitors may be required to travel to some provinces and not others, depending on where activities are initiated (or not initiated). Hence, Section C specifies that offices are located in Kabul, Mazar-i-Sharif, Jalalabad, and Herat and this is where staff are to be located. Surge support may be requested for any province or any combination of provinces, unrelated to ACEBA's activity map.    01-Jul-2020 8:39 PM

11- Shakib (S): On page 9 under field data coordinator, the RFP states "the fixed labor rate schedule will be incorporated into the subcontract award and used to price the labor portion of each task order for surge support. In addition, the non-labor portion of each task order for surge support will be priced consistent with the Subcontractor’s proposed budget, as mutually agreed, for each individual task order for surge support". Could you please clarify about non-labor portion of each task order for surge support? Where shall we budget for this while the attachment C- budget template is restricted and does not have any section for this?    28-Jun-2020 10:20 PM
