DAI, the implementer of the USAID-funded Afghanistan Competitiveness of Export-Oriented Businesses Activity (ACEBA), invites qualified offerors to submit proposals to supply and deliver Finance Corps Services in support of program implementation.

1- Sanzar (S): Question 1: How many mentors per province? Page 22 of the RFP, under component 1 says "1 mentor per province" (in total 4) but page 7, under personnel experience and capacity, it says 8 CVs - 2 mentors per province. Please clarify. Questions 2: Do mentors need to be located in the same province as the businesses are? or can they be in Kabul with regular travels to sites? Question 3: Do the finance graduates need to have any experience? if so, how many years?    11-Nov-2020 9:37 AM

ACEBADCOP (B): 1. One Mentor per province (4 Mentors in total) will be hired, but the ACEBA project needs 2 Mentor CVs per province (8 CVs in total) to review. The 8 CVs will help ACEBA determine which Offeror has strong Mentor candidates and which Offeror does not have strong Mentor candidates. 2. Yes, it is essential that the Mentor CVs that are provided by the Offeror are from people who are willing to be based full-time in the provinces. If a person that is proposed to be a Mentor is not from the province, they must be willing to relocate to the province for the period of the Finance Corps Services activity. As you will see in the description of Mentor activities, travel to client businesses will occur on a daily basis. 3. Finance graduates do not need to have job experience. They do need to have a strong educational background, a good knowledge of financial management, and ability to set up and manage computerized accounting software such as Quickbooks.    11-Nov-2020 5:12 PM

2- Maltya (S): Question 1: Is it required to submit Business Action Plan along with proposal or no, it is due 50 days after task order award under Component 1? Question 2: Should contractor add cost of wages of finance graduates to the budget or DAI/ACEBA will pay them directly? Question 3: Does activity manager and core staff should be involved only in component 1 or for the entire project duration?    15-Nov-2020 9:16 AM

ACEBADCOP (B): Question 1: Is it required to submit Business Action Plan along with proposal or no, it is due 50 days after task order award under Component 1? No, a Business Action Plan is not part of the proposal submission. Once Finance Corps Services has been awarded, the subcontractor will submit a Business Action Plan template to ACEBA for approval. Once approved, Business Action Plans will be prepared for each client business that Finance Corps will work with. Question 2: Should contractor add cost of wages of finance graduates to the budget or DAI/ACEBA will pay them directly? Yes, the Offeror should include finance graduate wages in the Component 2 budget as these costs will be paid by the Subcontractor. Question 3: Does activity manager and core staff should be involved only in component 1 or for the entire project duration? Yes, the Activity Manager and other Core Staff will be attached to Component 1 for the entire project duration.    15-Nov-2020 10:57 AM
