Description

The scope of services covered by this RFP are multi-disciplinary and cover a wide range of activities such as: 1) provision of key personnel, 2) outreach and identification of a qualified workforce, 3) develop Vocational Job Readiness Training curriculum; 4) supply of outreach personnel and trainers; and 5) Delivery of Vocational Job Readiness Training for trainees for vocational trades.

1- Maltya (S): Question (1): Under past performance and references, page 6 & 7 of 38, it is mentioned that Offeror should provide 5 similar work experience. If the Offeror did not provide such similar work experience is it means that offeror will be ineligible for the award?    29-Dec-2020 1:04 PM

3- Maltya (S): Question (3): In the staffing of key personnel, page 15 of 38, about the activity manager, it is mentioned to have 4 years of experience plus 5 years of experience in the management of donor funded activities and workforce development, and show strong record of engaging with private sector businesses and result achievement. What kind of proof of work experience should be provided for the activity manager which is acceptable for ACEBA? Is the same rule applies for the regional manager?    29-Dec-2020 1:14 PM

4- Maltya (S): Question (4): In the outreach and identification of qualified workforce, page 16 of 38, it is written that the Offeror should register 12,500 job seekers. Does ACEBA set any criteria for screening of job seekers? Does the Offeror should only register 12,500 job seekers (out of which 6,250 must be youth and 2,500 women) only or provide vocational job readiness training as well?    29-Dec-2020 1:18 PM

ACEBADCOP (B): Criteria are described in the same section on page 16: While doing outreach the Subcontractor will be responsible for outreach and identification of industry-specific jobseekers and screen job seekers for each value chain. The subcontractor will identify and register (with the assistance of employers, local associations and NGOs, district councils, and educational institutions) at least 12,500 prospective jobseekers (out of which 6,250 must be youth and 2,500 women) qualified for training in the illustrative jobs. 6- Maltya (S): Question (5): Under developing vocational job readiness training, page 17 of 38, it is mentioned that the Offeror shall managing the transportation to work. Does the transportation covers only transportation for staff or it covers transportation cost of trainees who attends in the vocational job readiness training as well?    29-Dec-2020 1:26 PM

7- Maltya (S): Question (6): Under identification and training of outreach and training staff, page 17 of 38, it is written that the subcontractor will identify up to (10) outreach and training staff. But in the table, the total number of outreach staff is mentioned 34 and 10 trainers. Is the 34 outreach staff is correct for all regions? Does subcontractor shall hire (10) trainer to train 34 outreach staff only? Or these (10) trainers are maximum number of trainers for providing vocational job readiness training?    29-Dec-2020 1:34 PM

8- Maltya (S): Question (7): Under "Deliver Vocational Job Readiness Training", page 18 of 38, it is estimated that subcontractor shall provide 28 VJRT training per month with 15 trainees at each class. If you multiply 15 (trainees) x 28 (class/month) x 23 month (project duration) equals to 9,660. Is this the total target number of trainees to be trained vocational job readiness training in all regions during project time frame?    29-Dec-2020 1:40 PM

9- ThreeD (S): Could you please provide clarification on the following points: 1. Do we have any responsibility for the placement of the trained jobseekers? 2. Are the target districts identified? If yes, can you share the list of the target districts 3. Regional Managers are also responsible for ensuring that all training plans are communicated to the ACEBA Environmental Engineer while in the planning stages for completion of an ERR/ERF, and that ongoing training follows approved Environmental Mitigation Plans when applicable. Page 15, Regional Manager. Would you elaborate it further, please? 4. Since most of the laborers are illiterate, can we target them in VJRT?    02-Jan-2021 5:02 PM

ACEBADCOP (B): 1. Placement of the jobseekers is not part of this RFP. SOW for services or technical specifications described in detail in section 10.1. 2. Districts are not identified and are not a part of this RFP. The map of targeted provinces can be seen on page 18 of the RFP. 3. All activities under ACEBA must be environmentally compliant. Regional Managers in this case will communicate all training plans with ACEBA’s Environmental Engineer so he/she can develop all relevant documents and make sure that the plans are implemented accordingly. Bidders are not responsible for the development of the documents (ERF/ERR/EMMP). 4. It is up to the bidder to design a technical and management approach to this activity.    03-Jan-2021 10:33 AM
