1- Shakib (S): Q1: In this version of the RFP the minimum requirements for the position of Activity Manager are removed. Could you please elaborate further what requirements shall the proposed Activity Manager have? Q2: Will the Activity Manager be assigned as part-time in subcontractor's office or will be required to be embedded into the DAI's office and for full-time? ACEBADCOP (B): 1. The proposal should describe how the proposed team member has the necessary experience and capabilities to carry out the proposed approach. 2. Activity Manager’s time and work location are up to the bidder to decide and propose in accordance with the published RFP. 3. It is up to the bidder to decide and propose the key personnel who have the experience and ability to effectively carry out the required task. 03-Jan-2021 10:45 AM
2- Sanzar (S): Under section 3 - page 6 of 35 “Instructions for the Preparation of Technical Proposals,” it says, “A total of seven (7) CVs must be included in the proposal, including; Activity Manager – 1 CV, MEL Coordinator – 2 CVs for Kabul HQ Office, and MEL Specialist – 1 CV for each REA for a total of 4 CVs.” However, under the scope of the work – from page 14 to 16, it is stated that a total of 10 full-time staff is required, including; MEL Coordinators (2 full time, for Kabul HQ office), MEL Specialists (4 full time, one in each REA), and MEL Officers (4 full time, one in each REA). Please clarify the total number of required staff, is it 7 or 10? If it is 10, does it include an activity manager? 05-Jan-2021 11:09 AM
ACEBADCOP (B): In the proposal, the bidder must include 7 CVs only, as listed on the page of the RFP. The remaining CVs for MEL officers will have to be submitted as Deliverable 1 when and if the contract is awarded ( please see section 6. Anticipated Post-Award Deliverables). Activity Manager is not considered a full-time employee and therefore it is not a part of the 10 required staff members. 05-Jan-2021 1:36 PM
